Studying in English in Israel: Universities and Programs
You don't need fluent Hebrew to get a degree in Israel. Many universities and colleges teach full bachelor's and master's programs in English, and some start in English and switch to Hebrew after the first year, together with an intensive ulpan.
If you are a new immigrant
The Student Authority of the Ministry of Aliyah and Integration pays tuition up to the standard Israeli rate for eligible new immigrants. In general you need to start studying within about three years of aliyah (army and national service don't count), and be up to 27 for a bachelor's degree or up to 30 for a master's. Check the current rules with the Student Authority before you apply. At private institutions it covers only part of the fee.
